Minister of Justice and Digital Affairs Liisa-Ly Pakosta has stated that Estonia will not adopt the age verification application recently proposed by European Commission President Ursula von der Leyen. According to Pakosta, the system, which aims to restrict access to social media for underage users, is unlikely to be effective in preventing minors from accessing such platforms. In her remarks, Pakosta indicated that the proposed measure would fail to adequately shield underage individuals from the complexities of modern social media environments. Consequently, the Estonian government has decided against implementing the technology as envisioned by the European Commission. Despite rejecting the EU’s proposal, Pakosta confirmed that Eesti remains committed to addressing the underlying issues related to online safety and digital well-being. She emphasized that while the specific mechanism proposed by the Commission is deemed insufficient, the core probleemile—protecting minors online—remains a high priority for national policy. Instead of adopting the proposed age gate, the government intends to pursue alternative strategies. The focus will shift toward developing a more comprehensive and nuanced approach to digital regulation. This alternative framework is expected to address the root causes of online vulnerability rather than simply implementing a technical barrier. Minister Pakosta reaffirmed that the Ministry of Justice and Digital Affairs will continue to monitor evolving digital threats and collaborate on developing safeguards that are both technologically sound and respectful of user rights. This alternative strategy aims to build a robust digital ecosystem for Eesti that manages online risks through a combination of policy adjustments and preventative measures, rather than relying solely on external, single-point verification tools.
