Addressing the controversy, Aavo Kokk, the director of the Siuru cultural center, provided context regarding the project’s development. He stated that the establishment of the kultuurikeskuse at this specific park location was not a sudden decision. Instead, Kokk explained that the plan was the outcome of protracted and complex planning processes that spanned the last decade, including navigating various legal and procedural stages.

The juxtaposition of the planned cultural facility against the existing park environment has drawn public attention to the balance between urban development and natural preservation.
