Estonia Addresses Significant Need for Social and Health Support

Approximately 80,000 Estonians require substantial assistance, with 80 percent of this population being over 65 years of age. The situation highlights a considerable demand for integrated social and health services within the country. The Ministry of Social Affairs is initiating a reform focused on improving the coordination of support for individuals facing complex health and social challenges.

Initial drafts of the necessary legislation will be presented to the coordination circle, a group responsible for revising the current system. A key element of the upcoming changes is decoupling the provision of rehabilitation services from an individual’s disability status or employment history. Moving forward, the need for these vital services will be determined based on assessed health and social requirements, rather than pre-existing conditions.

This shift aims to ensure that all people receive the appropriate level of support, regardless of their circumstances. The initiative reflects a commitment to strengthening the social safety net and addressing the needs of a significant portion of Estonia’s population. The focus remains on providing effective health and social support to vulnerable individuals.
