Farmer Tiit Soa, owner of Kihusalu farm, initially expressed concern regarding the presence of wolves on his property. Soa relocated his 500-head cattle herd from grazing areas near the Soomaal national park to his farm in Vanaveski village at the beginning of winter. However, the wolves followed the cattle. A dog was killed in the yard of a residence in the village. Soa had been utilizing various methods to deter the wolves, but these efforts proved unsuccessful.
