UN General Secretary Antonio Guterres on Tuesday urged Russia and Ukraine to agree on the creation of a demilitarized zone around the Zaporizhzhya nuclear power plant. Speaking at the UN Security Council in New York, the secretary general stated, “The current situation is vulnerable, and the best course of action to ensure the safety of Ukraine’s nuclear facilities and its people would be to end this armed conflict now.” Guterres emphasized that the Zaporizhzhya NPP and its surroundings should not be a target or platform for military operations. He asserted that “Until the end of the conflict and the restoration of stable conditions, there is an urgent need for temporary measures to prevent the occurrence of nuclear accidents due to physical harm caused by military means.” The call follows statements from the International Atomic Energy Agency (IAEA), which has called for the creation of a safety zone to prevent the risk of radioactive leaks and further damage to the Zaporizhzhya NPP.

IAEA Director Rafael Grossi’s report published on Tuesday expressed concern regarding the unstable situation at the Zaporizhzhya NPP, which is occupied by Russian troops. Grossi’s report highlighted the presence of Russian armored vehicles within the NPP’s turbine halls and called for the immediate withdrawal of military equipment, citing potential dangers to the plant’s safety.
