The Harju County Court of Appeal has ruled that life-long prisoner Nikolai Mitjanin will not be released on parole for another term. Mitjanin, who was convicted of killing a police officer 26 years ago and shooting a young man to the point of disability, appeared in the court session via video link. The court determined that despite positive changes in Mitjanin’s behavior, the risks associated with his release have not been sufficiently reduced and he should continue to “practice” within the open prison setting.
