Justice and Digital Minister Opposes Proposed Restriction on Former Leaders’ International Roles

Tallinn, Estonia – Justice and Digital Minister Liisa-Ly Pakosta announced on Thursday her opposition to a proposed government bill limiting the ability of former Prime Ministers and Presidents to engage in international roles. The bill currently seeks to impose a two-year restriction on these officials from working or acting in international institutions or organizations, or within foreign countries, following the conclusion of their terms. Minister Pakosta’s Ministry has stated that it not supports the legislation.

The Ministry’s position is based on the belief that the proposed two-year limitation represents a disproportionately extensive restriction on former heads of state. The bill’s intent is to prevent potential conflicts of interest and ensure the integrity of international engagements following an official’s departure. However, the Ministry argues that the current proposal lacks nuance and could unduly hinder Estonia’s ability to participate effectively in global affairs.

The Ministry’s stance reflects a desire for a more measured approach to this issue. The Minister’s announcement underscores the government’s ongoing deliberations regarding the bill’s potential impact. The Ministry will continue to support discussions aimed at finding a suitable balance between safeguarding international relations and respecting the contributions of former officials.
