The Defense Forces’ Intelligence Center, led by Antti Kivisell, stated that the restoration of the Russian Leningrad Military District does not indicate preparations for a military conflict with NATO, as suggested by the Institute of Military Studies (ISW) this week. Kivisell informed Postimees that the Intelligence Center has been monitoring Russian Defense Minister Sergei Shoigu’s army reform efforts.
