Vladimir Kashtan, an artist, has been awarded compensation by the Viru County Court following his detention related to an inscription of “Children” in front of the former Kirovsky District House of Culture in Narva. The court also overturned the police decision regarding an offense associated with the incident. Kashtan was detained in connection with the inscription. The court maintained the fine levied for graffiti at the former location of the Narva tank.
