Hospital Billing Dispute Raises Questions About Emergency Transport Costs

An investigation by Estonian authorities has revealed discrepancies in billing practices at Tartu University Hospital regarding emergency patient transport services. Emergency medical technician Mikk Salk frequently drives patients between hospitals, including journeys between Viru and Ida-Virumaa, to ensure continuous health monitoring during transit. The hospital’s billing procedures have come under scrutiny, with the institution submitting multiple bills for individual patient journeys rather than a single bill covering the entire transport.

This practice, observed between December 2010 and January 2011, resulted in the health insurance company receiving 15 separate bills for one journey and an additional 33 bills exceeding the stipulated requirements. Like other Estonian hospitals, Tartu University Hospital relies on health insurance funding for these transport services. The funding model dictates that one bill should be submitted for each completed journey, regardless of the number of patients transported.

The investigation highlights a potential misunderstanding regarding the submission of bills and underscores the importance of adhering to established funding conditions. Further review is underway to clarify the situation and ensure accurate accounting for emergency health transport services.
