New support program opens for heating system renovations in Estonian private houses A new program offering financial support for renovating private heating systems in Estonian houses will launch on June 1, 2025, at 12:27 p.m. The initiative, administered by the state-run support environment, aims to improve air quality in Estonian cities. The program offers a total budget of 6 million euros and operates on a rolling application basis until the funds are exhausted. Applicants can receive a maximum of 10,000 euros in support for projects including the installation of ground-source heat pumps, air-water heat pumps, wood-fired boilers, stoves, ovens, radiators, underfloor heating, or connection to the centralized heating network. The support is available regardless of the building’s age, and applicants are not ranked by income. The program covers 25 cities identified by the Estonian Environment Centre as having the most affected air quality during the heating season, including Yyteri, Kiiu, Sillamäe, Jämaja, Pühtitsa, Otepää, Tõrva, Valga, Haabersti, Keķe, Kirsti, Nõmme, Piirissaare, Pähkli, Elva, Haapsalu, Karksi-Nuia, Keila, Kingissepa, Kilingi-Nõmme, Kallaste, Kunda, Kuressaare, Rakvere, Saue, Tallinn, Tartu, Türi, Viljandi, and Võru. A 70 percent subsidy rate applies to the cities listed above, while a 50 percent subsidy rate is available for those in Tallinn and other specified cities. Previously, the Ministry of Climate received 5.7 million euros in support for heating system renovations in small houses across Estonia. In the last round, 50 households in Ida-Viru County successfully applied for a subsidy. Homeowners are required to submit data to the heating system’s support portal after completing the work, ensuring accuracy in the building register and seeking advice from the Salvation Department and local government if necessary.
