The Muhu district of Estonia recorded the highest satisfaction among its residents according to a recent nationwide survey assessing residents’ satisfaction with their living environment and local authority services. The survey, conducted by the Ministry of Public Administration, measured general satisfaction with the living environment and satisfaction with services provided by local authorities on a scale of 100. Overall, the Estonian population reported a satisfaction level of 73.5.

However, satisfaction levels varied significantly across the country. The Muhu district demonstrated the highest satisfaction with local authority services at 85.4, while Kohtla-Järve had the lowest at 37.4, representing a difference of 47.7 points. The survey indicated areas needing improvement, including public transport (56.6), street lighting (67.8), and bike paths (51.3).

Residents expressed higher satisfaction with kindergartens, primary schools, safety, nature, and green areas, with average ratings exceeding 75. Conversely, dissatisfaction centered around local government management, resident involvement, the general development direction, and winter road maintenance, which received scores in the 50-point range. Notable differences were observed in satisfaction with bike and pedestrian paths, with Narva-Jõesuu exhibiting the highest satisfaction (72.9) and Peipsiääre the lowest (22.8).

The survey highlighted a greater degree of agreement among residents regarding the immediate surroundings of nature and the overall living environment.
