The Kuressaare municipal administration and construction company Merko Ehitus have yet to resolve a dispute regarding responsibility and financial liability for the asphalt damage in the city’s center. Months of disagreement have ensued following the October 2023 removal of asphalt in the center of Kuressaare, undertaken by municipal staff to investigate the breakage of cover stones. Rein Kallas, head of the municipal administration’s construction and planning department, stated that the administration maintains the opinion that other parties bear responsibility for the asphalt’s deterioration.
