Bill Aims to Regulate Rented Lightweight Vehicles in Estonia

The Riigikogu is considering a new bill (840 SE) proposed by the Centre Party to establish clearer regulations for the use of rented lightweight vehicles, including electric scooters, across Estonia. The legislation responds to increasing concerns regarding the operation of these vehicles and seeks to establish a more structured framework for their use. Currently, rental companies are recommending an age limit for scooter users, but no formal proof of age is required to operate the vehicles.

The proposed bill would grant municipalities the authority to impose a limit on the number of lightweight vehicles, mopeds, and bicycles permitted on public roads. Rental companies are being urged to proactively implement age and driving rights checks, alongside providing mandatory helmets to users. This aligns with a broader trend in Europe, where several countries have recently tightened regulations surrounding the operation of these types of vehicles.

The bill’s passage would provide a more defined legal basis for managing the use of rented scooters and similar devices, addressing safety concerns and establishing clear operational standards. The bill is currently under public opinion review within the Riigikogu.
