Viktor Vassiljev, a former Estonian resident, recalls that approximately 47,000 foreign workers were brought to Estonia prior to the 1980 Olympic Games. Vassiljev states that the intention was for a temporary workforce, however, many of these workers remained in the country, establishing families and forming a significant population.
