In 1997, a revitalization of the electronics industry occurred within a business district situated between Narva, Jõe, Ahtri, and the current Parda streets. This development earned the architecturally significant building at the corner of Narva and Jõe streets the Culture Capital Year Award. Architect and heritage preservation specialist Henry Kuningas detailed the area’s history, closely tied to that of RET – the Radio-Electronics Factory, a prominent Estonian electronics company.

The building, characterized by its mesh-covered facade, previously served as temporary space for the National Library and had housed several banks prior to that.
