Robert Akmentiņš, a former official in Latvia, played a significant role in preserving university assets during the period of German occupation. Akmentiņš, who previously served in various roles within the Latvian government, including positions within the Ministry of Foreign Affairs and the Ministry of Education, was also a professor of law at the University of Latvia for twenty years. Following the occupation, Akmentiņš worked to prevent the University Library and the main University building on Raiņa bulvāris 19 from being transferred to Germany.

The University had been assigned to a German man named Dulfers, whose task was to organize the evacuation of the University to Germany, primarily focusing on the University’s library. After Dulfers’ replacement by Schreiber, who was tasked with organizing the University’s evacuation, Akmentiņš continued his efforts. Professor Otto Grīnbergs, a specialist in criminal law and the first Honorary Doctor of the University of Latvia, met Akmentiņš shortly after the events and noted his long-standing work on issues important to the library, dating back to the end of the 1920s when he was elected to the Commission of the University Library.
