Former Justice Minister Urmas Reinsalu stated that it is not advisable to facilitate Juri Ustimenko’s handover to Russia. The decision stems from concerns regarding the potential for his release. Ustimenko, a convicted serial killer who terrorized Estonia in 2002, has been held by the Estonian Prison and Penitentiary Service for many years, despite repeated requests for transfer to a Russian penal colony.

The Ministry of Justice has not accommodated these requests over the course of his incarceration.
