Interior Minister Lauri Läänemets met with former Police and Border Guard Board (PPA) head Elmar Vaher on March 23, 2023, following the submission of fraud and aiding and abetting accusations. The meeting took place at 10:03 AM. According to Minister Läänemets, the dismissal of Vaher remains subject to the ongoing investigation process or its conclusion.

Läänemets stated he conveyed government decisions to Vaher and listened to his responses, declining to provide further comments on the meeting. He emphasized that the case is being handled by the State Prosecutor’s Office, which is conducting its investigation independently. The State Prosecutor’s Office formally accused Customs Department head Eerik Heldna of fraud and aiding and abetting Vaher.

The accusations center around an alleged scheme where Heldna, at Heldna’s request and with Vaher’s participation, was registered in April 2019 as a police service member with the PPA and subsequently transferred to the Defense Forces’ structure unit for a year. Heldna then submitted a lifetime pension application in May 2022, supported by a fabricated two-year police service history. Without this fabricated history, Heldna would not have met the 25-year service requirement for a lifetime pension.

State Prosecutor Maria Entsik noted that while the desire for a higher pension is understandable, the special pension is reserved for individuals who have made significant contributions qualifying them for special pensions. She added that the investigation will rigorously examine the facts to ensure adherence to the law. The State Prosecutor’s Office, in collaboration with police, is leading the investigation.
