The Elva municipality has transitioned to a centralized catering system, utilizing the Elva Services Foundation to provide meal services across its 17 school and kindergarten houses. This initiative follows a previous system incorporating both private service providers and individual kitchen operations within each educational institution. Heiki Hansen and Krista Loog are involved with the implementation of this new arrangement.

The Elva Services Foundation, operating for five years, now manages catering services, with kitchens located in 11 of the houses. An additional four houses receive prepared meals delivered directly to the locations. The foundation currently serves children in all 17 school and kindergarten facilities.
