The development of the State Budget Information System (ERIS) is currently underway, representing a planned expenditure of approximately seven million euros. The primary objective of this system enhancement is to improve the efficiency of state budget planning, monitoring, and reporting processes. On the surface, the initiative appears logical, as enhanced operational tools are generally desirable for governmental functions. However, this planned arendus has prompted scrutiny regarding its foundational structure. According to Tarmo Kadak, an associate professor specializing in economic accounting, the core concern revolves around whether the system is being built upon an existing, robust operational foundation. Kadak emphasizes that the riigieelarve system transcends being merely an IT solution. He argues that its fundamental nature is that of a management system, for which the information technology serves as a supporting tool. Therefore, the integrity and robustness of the management framework must precede or underpin the technical development. The focus, according to this view, should be on establishing sound governance and processes rather than solely on the software build itself.
