Eesti Energia Faces Scrutiny Over Oil Shale Rights Sale

Tallinn – Eesti Energia (Enefit), the state-owned energy company, is facing scrutiny from the Riigikogu anti-corruption special committee following a court ruling demanding public access to information regarding the sale of oil shale extraction rights. The committee meeting, held on April 15, 2026, included representatives from Enefit, Eesti Energia board members Kaur Kajak and Anne Mere, alongside committee members Priit Sibul and Anastassia Kovalenko-Kõlvart. The core of the dispute centers on the sale of the right to extract approximately 90 million tons of oil shale to Viru Keemia Grupp (VKG).

According to a recent court decision, all details surrounding the transfer of state property should be accessible to the public. However, Enefit has maintained that disclosing the sale price does not constitute the sale of state property itself. Committee members expressed concerns about the lack of transparency and the potential implications for accountability.

The investigation focuses on ensuring adherence to legal requirements regarding the disclosure of information related to the transfer of state assets. The committee’s next steps will involve further examination of the documentation and potential legal action to compel Enefit to release the requested information.
