The recently completed 5,000-square-meter complex in Tallinn’s Old Town, encompassing the Bombay casino and The Burman hotel, has experienced significant operational difficulties following its opening in 2024 and 2025 respectively. The ambitious project, a €100 million investment, involved the collaboration of over fifty Estonian companies and more than five thousand individuals across its five-year reconstruction. Initially designed to attract high-net-worth individuals – specifically, millionaires – the complex’s operation has resulted in substantial losses and a shift towards contract-based employment models.

Despite the opulent design and intended appeal, the venture has faced challenges in sustaining its projected revenue stream. The Bombay Club casino, located on Rataskaevu street, and The Burman boutique hotel represent a significant investment in Tallinn’s Old Town.
