Tartu First Responders Conduct Crisis Exercise Following Simulated Attack

Tartu, Estonia – A simulated crisis exercise took place on Pirogovi Square in Tartu, involving a scenario of a gunman being shot with a knife. The exercise, designed to test response capabilities, saw police officers immediately taking action upon arrival at the scene. According to observers, first responders swiftly secured the attacker’s hands behind their backs, a standard procedure in such situations.

Simultaneously, officers began providing immediate first aid to the individual who sustained a knife wound. The exercise highlighted a critical issue raised by Ülle Ernits, rector of Tallinn University of Technology, who stated that current legislation restricts the full utilization of police skills in life-saving interventions. “Naturally, the first minutes after a serious accident or violent attack often decide a person’s life,” Ernits explained.

The simulation underscored the need for a review of existing regulations, allowing police to provide more comprehensive medical assistance at the scene. The exercise involved a controlled environment and focused on procedural response and coordination between emergency services.
