♪ Listen 0:00 Convictions have entered into force in the Tallinn waste removal case. The Tallinn District Court has upheld the guilty verdicts against Margus Tinigu and Kaido Laanjarv, following the rejection of appeals submitted by the defendants. The court’s decision, finalized in December of last year, overturned the acquittal previously issued by the Harju County Court on August 31st. Tinigu was sentenced to a fine of 9870.40 euros, while Laanjarv received a fine of 2490 euros. The Tallinn District Court aligned with the prosecution’s argument that Tinigu, Laanjarv, and an individual involved in waste management in Sarapuu, established a shadow company, Baltic Waste Management OÜ, to participate in Tallinn’s waste removal tenders. The prosecution alleged that Tinigu, the son of the former Tallinn vice-mayor, orchestrated this scheme to conceal a corrupt agreement and generate personal profit. The court did not address the death of Arvo Sarapuu, which occurred in May 2017, as criminal proceedings against him were terminated in December 2018. Prosecutors maintained that Tinigu, Laanjarv, and Sarapuu acted in concert, agreeing to the actions without Sarapuu’s direct knowledge. Both Tinigu and Laanjarv denied their guilt. Sarapuu was arrested by security police on May 25, 2017, and subsequently resigned. He was later detained alongside Tinigu and Laanjarv. Criminal proceedings against Sarapuu were concluded in December 2018 with a payment of 12,000 euros to the state, following which he passed away in March 2020.
