NATO Report Highlights Increased Defense Spending and Shared Threat Assessment

Brussels – NATO Secretary General Mark Rutte presented the alliance’s 2025 annual report on Thursday, outlining progress in fulfilling the commitments made at the 2014 Wales Summit. The report details a significant increase in defense expenditure across member states, with Latvia and Lithuania demonstrating the highest percentage of GDP allocated to defense, surpassing Estonia. According to the report, the average defense expenditure percentage for NATO allies and Canada stands at 2.33% of GDP.

This figure reflects a concerted effort to bolster collective security following evolving geopolitical challenges. A key finding of the report is the unanimous agreement among the 32 NATO members regarding the primary threat to the alliance: Russia. Secretary General Rutte confirmed that there is no debate within the alliance regarding Russia’s current and long-term threat assessment.

The report’s release marks the completion of a decade of progress towards fulfilling the promise made at the 2014 Wales Summit, a goal initially slated for completion within eleven years.
